The Mothership has grown this self-contained habitat where a panoply of Beings from all over the galaxy meet to legislate, negotiate, and generally harangue each other. She is, of course, impervious to their decrees, but every now and then She grows weary of them, and severs her connection to the habitat -- leaving the Congress to spin endlessly in the trackless dark between the stars. As She grows another, the legislators' designated successors have plenty of time to contemplate their ways...
